1. Definitions

In these Terms & Conditions, the following terms shall have the meanings assigned to them below, unless the context requires otherwise:

• "pub709," "we," "us," or "our" refers to the operator of pub709.cam, a PAGCOR-licensed online gaming platform serving players in the Philippines.
• "Player," "you," or "your" refers to any individual who accesses, registers on, or uses any part of the pub709 platform.
• "Account" means the personal account registered by a Player on pub709.cam.
• "Platform" refers to the website pub709.cam and all services, games, tools, and features made available through it.
• "Funds" means real-money Philippine Peso (PHP) balances deposited into or accrued in a Player's Account.
• "Bonus Funds" means promotional credits awarded to a Player's Account under any active promotion, subject to applicable wagering requirements.
• "PAGCOR" means the Philippine Amusement and Gaming Corporation, the government regulatory body overseeing online gaming in the Philippines.
• "KYC" means Know Your Customer — the identity and age verification process required under PAGCOR regulations and Philippine AML legislation.

2. Acceptance of Terms

By accessing pub709.cam, registering an Account, or using any service provided by pub709, you unconditionally accept and agree to be bound by these Terms & Conditions, our Privacy Policy, our Responsible Gaming Policy, and any additional terms applicable to specific games or promotions. These documents are incorporated by reference and form the complete agreement between you and pub709.

If you do not accept these Terms in their entirety, you must immediately cease using the pub709 platform and must not register an Account. Continued use of the Platform after any amendment to these Terms constitutes your acceptance of the amended Terms.

3. Eligibility

Use of the pub709 platform is subject to the following eligibility requirements, all of which must be satisfied simultaneously:

• Age: You must be at least twenty-one (21) years of age. This is the minimum legal age for casino-style gambling in the Philippines as regulated by PAGCOR. pub709 strictly enforces this requirement through KYC verification.

• Legal Capacity: You must have full legal capacity to enter into a binding contract under Philippine law.
• Not Self-Excluded: You must not have applied for self-exclusion through pub709 or any PAGCOR-regulated platform that maintains a shared exclusion list.
• Not a Prohibited Person: You must not be an employee, director, officer, contractor, or immediate family member of pub709 or any of its affiliated or licensed service providers.

4. Account Registration & KYC

4.1 Registration

Each player is permitted to register only one (1) Account on pub709. Duplicate accounts — whether created under the same name, identity documents, mobile number, device, IP address, or payment method — are strictly prohibited. Discovery of duplicate accounts may result in the permanent closure of all associated accounts and forfeiture of funds.

You are required to provide accurate, current, and complete information at the time of registration, including your full legal name, date of birth, residential address in the Philippines, and a valid Philippine mobile number. You are responsible for maintaining the accuracy of your registration information and must update it promptly if any details change.

4.2 Account Security

You are solely responsible for maintaining the confidentiality of your pub709 login credentials. pub709 will never contact you to request your password. Any activity conducted through your Account using your credentials will be treated as authorized by you. If you suspect unauthorized access to your Account, you must contact pub709 support immediately.

4.3 Identity Verification (KYC)

In compliance with PAGCOR regulations and the Philippine Anti-Money Laundering Act (Republic Act No. 9160, as amended), pub709 requires all players to complete KYC verification before withdrawal requests are processed. Required documentation includes a government-issued photo ID (e.g., Philippine passport, SSS ID, driver's license, PhilSys National ID) and a recent selfie. Additional documentation may be requested at pub709's discretion, particularly for high-value withdrawal requests.

5. Deposits & Withdrawals

5.1 Currency

All transactions on pub709 are denominated in Philippine Peso (PHP). pub709 does not accept cryptocurrency, foreign currencies, or any asset-backed instruments as payment methods.

The minimum deposit amount is ₱100. pub709 does not charge fees on deposits; however, your bank or e-wallet provider may apply their own transaction fees, for which pub709 accepts no responsibility.

5.3 Withdrawals

Withdrawal requests are processed to verified accounts only. Processing times for standard withdrawals are within one (1) to four (4) business hours for accounts that have completed KYC verification. Withdrawals are credited to the same payment method used for the corresponding deposit, where technically feasible. pub709 reserves the right to request additional documentation for withdrawal requests exceeding ₱50,000.

Where a player has an active bonus with associated wagering requirements, withdrawals of Bonus Funds — or of Real Money Funds that would reduce the player's balance below the required wagering threshold — will not be processed until those requirements are satisfied or the bonus is forfeited.

5.4 Anti-Money Laundering

pub709 complies fully with the Philippine Anti-Money Laundering Act and PAGCOR's AML guidelines. pub709 reserves the right to delay, suspend, or decline any transaction it reasonably suspects to be connected with money laundering, fraud, or other illegal activity, and to report such activity to the Anti-Money Laundering Council (AMLC) as required by law.

6. Bonuses & Promotions

All promotions offered by pub709, including welcome bonuses, deposit match bonuses, free spins, and loyalty rewards, are subject to the specific terms attached to each promotion. In the absence of specific terms, the following general conditions apply:

• Wagering Requirements: Bonus Funds must be wagered a specified number of times before they or associated winnings become eligible for withdrawal. The applicable multiplier is stated on each promotion page.
• Maximum Bet While Bonus Is Active: Players with an active bonus may not place bets exceeding ₱500 per game round unless explicitly stated otherwise in the promotion's specific terms. Bets above this limit while a bonus is active may result in forfeiture of the bonus and associated winnings.
• Expiry: All Bonus Funds and associated winnings expire within the time period stated in the promotion terms. Unexpired bonuses that are not met by the deadline are automatically removed from the player's Account.
• Eligible Games: Not all games contribute equally — or at all — to wagering requirements. Contribution percentages per game category are listed in the individual promotion terms.
• One Bonus at a Time: A player may hold only one active bonus at any given time, unless explicitly permitted by a specific promotion.
• Abuse of Promotions: Coordinated betting patterns, creation of multiple accounts to claim bonuses multiple times, or any other conduct deemed to constitute bonus abuse at pub709's sole discretion will result in disqualification from all current and future promotions, cancellation of pending withdrawals, and permanent account closure.

7. Game Rules & Player Conduct

7.1 Game Integrity

All casino games available on pub709 utilize independently certified Random Number Generator (RNG) technology. Return-to-Player (RTP) percentages displayed in the game lobby reflect the independently audited long-term statistical return for each game and do not guarantee individual session results. pub709 does not manipulate game outcomes.

7.2 Prohibited Conduct

The following actions are strictly prohibited and will result in immediate account termination, forfeiture of funds, and referral to relevant Philippine law enforcement agencies where applicable:

• Use of automated software, bots, scripts, or AI tools to play games or exploit the platform
• Collusion with other players to gain an unfair advantage in any game
• Exploitation of software bugs, glitches, or errors — any winnings resulting from a technical error will be voided
• Chargebacks, fraudulent payment disputes, or any attempt to recover funds through deceptive means
• Providing false identity information during registration or KYC
• Harassment, threats, or abusive conduct directed at pub709 staff or other players

7.3 Malfunction Policy

In the event of a game malfunction, server error, or communication disruption that affects a game round in progress, the affected round will be voided and the player's stake for that round will be returned to their Account balance. pub709 accepts no liability for losses arising from technical failures beyond its reasonable control.

8. Responsible Gaming

pub709 is committed to promoting responsible gambling in accordance with PAGCOR's Responsible Gaming framework. pub709 recognizes that for some players, gambling can develop into a problem, and we take our duty of care seriously.

Every pub709 Account includes access to the following responsible gaming tools, all of which take effect immediately upon activation by the player:

• Deposit Limits: Set daily, weekly, or monthly maximum deposit amounts. Limits can be reduced immediately; increases take effect after a 24-hour cooling-off period.
• Session Time Limits: Receive an alert and/or automatic logout when your active gaming session reaches a duration you have set in advance.
• Reality Checks: Periodic on-screen notifications showing elapsed session time and net win/loss figures.
• Cooling-Off: Suspend your Account for a defined period (minimum 24 hours, maximum 6 months). During a cooling-off period, no deposits or game access are permitted.
• Self-Exclusion: Request permanent or time-limited self-exclusion. Self-exclusion takes effect immediately. Permanently excluded accounts cannot be reopened under any circumstances.

9. Intellectual Property

All content on pub709.cam — including but not limited to the pub709 brand name and logo, website design and layout, game interfaces, graphics, text, and software — is the proprietary property of pub709 or its licensed content providers and is protected under Philippine intellectual property law and applicable international copyright conventions.

Players are granted a limited, non-exclusive, non-transferable, revocable license to access and use the pub709 platform for personal entertainment purposes only. You may not reproduce, redistribute, modify, create derivative works from, or commercially exploit any part of the pub709 platform or its content without the prior written consent of pub709.

10. Limitation of Liability

To the maximum extent permitted by applicable Philippine law, pub709 shall not be liable for any indirect, incidental, special, consequential, or punitive damages arising out of or in connection with your use of the pub709 platform, including without limitation any loss of winnings, loss of data, or loss of goodwill.

pub709's total aggregate liability to any player in connection with any single claim or series of related claims shall not exceed the total amount of Real Money Funds deposited by that player into their pub709 Account in the thirty (30) days immediately preceding the event giving rise to the claim.

pub709 does not warrant that the platform will be available without interruption, error, or delay, nor that it will be free from viruses or other harmful components. Players access pub709.cam at their own risk.

11. Account Suspension & Closure

pub709 reserves the right to suspend, restrict, or permanently close any Account, with or without prior notice, if it reasonably determines that:

• The player has breached any provision of these Terms & Conditions
• The player has provided false, misleading, or incomplete registration information
• The player's Account is associated with fraudulent, collusive, or criminal activity
• The player is ineligible under Section 3 of these Terms
• Continuation of the player's Account would expose pub709 to regulatory, legal, or reputational risk
• pub709 is required to do so under applicable Philippine law, PAGCOR directive, or court order

Upon closure of an Account for a breach of these Terms, pub709 reserves the right to withhold any funds in the Account pending investigation. Where the closure results from a player-initiated request (i.e., voluntary closure or self-exclusion), any remaining Real Money balance will be returned to the player's verified payment method within ten (10) business days, provided KYC verification is complete.

12. Governing Law & Dispute Resolution

These Terms & Conditions are governed by and construed in accordance with the laws of the Republic of the Philippines, including but not limited to Republic Act No. 9487 (the PAGCOR Charter as amended), Republic Act No. 10175 (the Cybercrime Prevention Act), Republic Act No. 10173 (the Data Privacy Act), and Republic Act No. 9160 (the Anti-Money Laundering Act).

Any dispute, controversy, or claim arising out of or relating to these Terms, the pub709 platform, or any transaction thereon that cannot be resolved through direct negotiation with pub709's support team shall be referred to PAGCOR's dispute resolution mechanisms, after which either party may seek recourse through the appropriate courts of the Philippines having jurisdiction over the matter.

13. Amendments to These Terms

pub709 reserves the right to amend these Terms & Conditions at any time. Amendments will be posted on this page with an updated "Last Updated" date. For material changes, pub709 will notify registered players via the email address or mobile number on file at least seven (7) days before the changes take effect, where practicable.

Your continued use of the pub709 platform after the effective date of any amendment constitutes your acceptance of the revised Terms. If you do not accept the revised Terms, you must close your Account and withdraw any remaining balance before the effective date of the amendment.
